AFRICAN CONSULTATION IN PREPARATION
FOR THE 3RD UNITED NATIONS OCEAN CONFERENCE

ENSURING AFRICA’S PRIORITIES AND CHALLENGES ARE EFFECTIVELY
ADDRESSED IN THE GLOBAL DIALOGUE

Aware of the critical need to elevate global commitments for the protection of the oceans for future generations, the United Nations General Assembly (UNGA) isorganizing the 3rd edition of the United Nations Conference on the Oceans(UNOC-3) in June 2025, in Nice, France, under the theme « accelerating action and mobilizing all actors to conserve and sustainably use the ocean.  » This Conferenceaims to foster collaborative efforts among member states, stakeholders, andcommunities to strengthen ocean governance, promote sustainable practices,and address pressing challenges facing marine environments. By bringing together diverse voices, UNOC-3 seeks to galvanize action and ensure the healthand sustainability of our oceans for years to come.

In preparation for this global event, the Kingdom of Morocco is co-organizing withthe United Nations, an African consultation in preparation for the 3rd United Nations Ocean Conference on the 09th of October 2024 in Tangier, to ensureAfrica voices are heard in the global dialogue. This consultation aims to align African member States priorities with the global agenda, create African momentum, while strengthening inclusive governance of marine spaces and taking into account the specificities of Africa, as well as uniting continental effortsto address crucial ocean issues collectively and effectively. This represents astrategic opportunity for Africa, for sustainable and inclusive development, and aprofound reform of cooperation mechanisms towards greater solidarity.This African consultation is a pivotal platform for fostering international and South-South cooperation, aiming to promote collaborative efforts in ocean governance. By bringing together diverse stakeholders this consultation seeks tostrengthen partnerships across African States members of the United Nations andwith global actors, facilitating the exchange of knowledge, resources, and bestpractices. Emphasizing collective action, the consultation aims to build synergiesthat enhance capacity building and sustainable development initiatives, ensuring that Africa’s priorities and challenges are effectively addressed on the international stage. The consultation is also an ideal opportunity for an in-depthreform of cooperation mechanisms towards greater solidarity, particularly toward Africa, the continent least responsible and yet most affected.
